Governing Documents
There are three documents which govern the Highland Village Owner’s Association (HVOA). Please read these carefully.
Master Declaration
 
– the longest and most detailed of the documents, the Master Declaration establishes various requirements for each home and lot, both for original construction (which ended in the 1990s) and for subsequent changes.
Bylaws
 
– the Bylaws specify matters related to how the HVOA is managed with particular focus on the Board of Directors and Annual Meetings.
Rules and Regulations
 
– the Rules and Regulations document lays out certain requirements which the Board of Directors have put in place.
